Lightning flash generates electric fields.
Typical charge transfer is much smaller, say 20 C, with 5 C in the stepped leader, 5C in the first return stroke, 1 C in the dart leaders, and 1C in subsequent return strokes. Up to 20C may be transfered during the continuing current.
It is worth noting that the breakdown potential is about 30kV/cm (or about 3000 kV/m)
